An outline of Discussion Paper II in the One Ocean series
Global heating is pushing ocean temperatures to new heights, fuelling more frequent and intense storms, rising sea levels, and the salinization of coastal lands and aquifers. Untreated sewerage and wastewater containing toxic chemicals and millions of tons of plastic waste are flooding into coastal ecosystems, killing, or injuring fish, sea turtles, seabirds, and marine mammals, and making their way into the food chain and ultimately being consumed by humans. More than 17 million metric tons of plastic entered the world’s ocean in 2021, making up 85 per cent of marine litter, and projections are expected to double or triple each year by 2040, according to the latest Sustainable Development Goals (SDG) report. According to UN estimates, by 2050, there could be more plastic in the sea than fish unless action is taken.

Abstract
This is the first paper in a series on our oceans. There has been a concentration of climate change solutions on air pollution which ignores one vital factor. That the ocean covers 70 percent of Earth’s surface, containing about 1.35 billion cubic kilometres of water, constituting about 97 percent of all water on Earth. The ocean’s size means that it plays a key role in determining weather patterns and hence both local and world climatic events. The critical role of the ocean is in balancing global temperatures as water absorbs heat in the summer and releases it in the winter. Without the ocean to help regulate global temperatures, Earth’s climate would be bitterly cold. This paper discusses reasons for dramatic changes in weather patterns known as catastrophic events, emphasizing the role of oceanic currents and pollution. The second paper will discuss solutions.

The original impetus of the Copenhagen Treaty in 2010 to solve the problem of climate change using a carbon emissions trading scheme has hit ground zero. The failure to advance various proposed bills in the USA and Australia has faltered on the role of agriculture, the failure to ensure that high carbon dioxide polluting industries actually alter technologies, the creation of excessive derivatives, the lack of control of the offset market, how permits are allocated, and the distortion of macro and micro gains by imposing effective taxes on some of the most efficient and essential industries in the most advanced economies. This paper proposes a new alternative – a carbon swap bank where direct deposits of sequestered carbon and withdrawals of emission rights can be made, facilitated by direct swap arrangements between a supplier of carbon sequestering technologies and methods, and those of the carbon polluter.1
